A voxel is a peak if it equals the maximum over a cubic neighbourhood of
half-width min_distance (side 2*min_distance + 1) and that
neighbourhood is not flat (its max strictly exceeds its min, so a constant
region yields no peaks). Pass threshold to additionally require
vol >= threshold (drop weak peaks in noise).
Returns an (N, 3) int array of (z, y, x) peak coordinates. Uses only
scipy.ndimage.maximum_filter / minimum_filter (no skimage).
